Board of Selectmen's Meeting
7:00 p.m.
Tuesday, Dec. 2, 2003
Town Office Building
1. Call the meeting to order and roll call
The meeting was called to order at 7:03p.m. by Chairperson, Ruth Douglas.
2. Schedule next meeting: Next Regular Selectmen's Meeting will be: Tuesday, January 6, 2004 at 7:00 p.m.
2a. Adjustments to the agenda
Bob made a motion to take agenda item 4.14 out of order and to move to Executive Session. It was seconded by George. Motion carried.
The Board moved to Executive Session at 7:05 p.m.
The Board returned to open session at 7:11 p.m.
George made a motion to appoint Mitch Manseau as Sebago's Town Manager. It was seconded by Bob. Motion carried.
3. Audience participation
There was none.
4. SCHEDULED ITEMS:
4.08 To see what action the Board wishes to take regarding the establishment of a CIP Committee/Process for the Town.
George made a motion to take action and establish a CIP Committee which will meet on Tuesday, December 16, 2003 at 6:30 p.m. It was seconded by Bob. Motion carried.
4.09 To see what action the Board wishes to take regarding abatements and supplements as recommended by the Assessors Agent.
George made a motion to approve the abatements and supplements recommended by the Assessor's agent. It was seconded by Bob. Motion carried.
4.10 Consideration of a B.Y.O.B application for a welcome home party.
George made a motion to approve a B.Y.O.B. application. It was seconded by Bob for discussion. After discussion concerning the absence of a law enforcement official, George withdrew his motion; Bob withdrew his second. Bob then made a motion to table. It was seconded by George. Motion carried.
4.11 To see what action the Board wishes to take regarding allowing the Town Manager to sign and approve B.Y.O.B. applications.
George made a motion to allow the Town Manager to sign and approve B.Y.O.B. applications. It was seconded by Bob. Motion carried.
4.12 To see what action the Board wishes to take regarding the closure of the Town Office after Christmas.
Bob made a motion to close the Town Office on December 26th and 27th, 2003. It was seconded by Ruth. Motion carried with David voting against and George abstaining.
4.13 To see what action the Board wishes to take regarding the continued services of Bill Cooper.
George made a motion to continue the services of Bill Cooper as a consultant as needed through the month of December. It was seconded by Ted. Motion carried.
4.14 To see what action the Board wishes to take regarding the appointment of a Town Manager (Executive Session to start with).
Taken out of order at the beginning of the meeting.
5. APPOINTMENTS
5.01 Linda Horowitz - Conservation Committee
George made a motion to appoint Linda Horowitz to the Conservation Committee. It was seconded by Bob. Motion carried.
5. LEGAL
None.
6. WRITTEN COMMUNICATION
7.01 Sign and approve minutes of the November 12, 2003 Board of Selectmen Minutes.
Bob made a motion to sign and approve the minutes of the November 12, 2003 Board of Selectmen minutes. It was seconded by Ted. Motion carried with Ruth and George abstaining.
7.02 Approve warrant # 19, 20, 21
Bob made a motion to approve warrants #19, 20, 21. It was seconded by George. Motion carried.
8. Oral Communication
Selectmen
George informed the Board of a complaint he received via telephone about an ongoing Sebago EMS situation. Rescue Chief, Helen Twombly agreed that there is a problem and asked the Board for their input. She also felt that it was becoming a health and safety risk for anyone who has assisted in the situation. George suggested that she speak with Health Officer, Maurice Geoffroy. George also requested the assistance of the Town Manager in a search for a solution to the problem.
Committees
Conservation Committee member, Fern Letellier reported that the volunteers on the Committee cleaned up the brush at the Veteran's Memorial Park. He inquired about the possibility of bringing the brush to the town pit for disposal. Public Works director, Ted Shane, gave him the approval.
Department Heads
Recreation Director, Belisa Harriman, informed everyone of the Christmas Tree Lighting at the Old Town Hall on Sunday, December 7th , from 4:00 - 6:00 p.m. Fun for all!
Town Manager
Interim Town Manager, Bill Cooper informed the board that they needed to move to Executive Session for discussion of a legal matter.
ADJOURNMENT
George made a motion to adjourn and to move to Executive Session at 7:45 p.m. It was seconded by Ted. Motion carried.
