Board of Selectmen’s Meeting
7:00 p.m.
Tuesday, November 9, 2004
Town Office Building
I Call to Order
The meeting was called to order by Chairman, Ruth Douglas at 7:00 p.m.
II Roll Call
Present were: Selectmen, Ruth Douglas; Allen Crabtree; Lisa Hutchins; Robert Irish Jr.;
David McCarthy; Town Manager, David Hague and Recorder Maureen Tabor. Guests present
were: Maurice Davies, Don Olden, Don Allen, William Nason, Scott Douglas, Mike O’Donnell,
Daniel Shea, and Rescue Chief, Lauris Champange.
III Adjustments to the Agenda
Table Executive session until next meeting. Add C, Discussion of abatements to new business.
IV Next Board of Selectmen’s Meeting is scheduled for: November 23, 2004 at 7:00 p.m.
V Comments from the Public
Daniel Shea would like to remove some pine trees that border his property and the towns.
Selectmen said they would look at the trees and give an answer at the next meeting on
November 23, 2004.
VI Written Communication
A. Robert Irish made a motion to approve the October 19, 2004 Selectmen’s Meeting Minutes, it was seconded by Dave McCarthy. Motion carried
B. Dave McCarthy made a motion to approve the October 26, 2004 Selectmen’s Workshop Minutes, it was seconded by Robert Irish. Motion carried.
C. Dave McCarthy made a motion to approve warrants # 17, #18 and # 19, it was
seconded by Allen Crabtree. Motion carried.
VII Old Business
A. Update on Folly Rd.
Dave Hague spoke with Naples dispatch and the state police, who have agreed to provide more patrol for the Folly road. Also, the beaver trap was set on November 9, 2004.
B Tax Acquired Property Bids.
Robert Irish made a motion for discussion, it was seconded by Allen Crabtree.Two properties received multiple bids and one property received no bids. Allen Crabtree made a motion to accept the bids of $36,000 for map 29 lot 9, and $40,500 for map 21 lot 33. The other bids with their deposit checks will be returned. It was seconded by Robert Irish. Motion carried. The Town Manager will hire an attorney to write the quick claim deeds. Allen Crabtree made a motion for the Town Manger to list two other properties out to bid with the minimum bid of $2,000 for each property. Dave McCarthy seconded the motion. Motion carried.
C Fire Truck Bids
Dave Hague gave an up date stating that we had placed ads in the Portland and Portsmouth newspapers, but felt it should have been advertised locally. We now placed ads in the Bridgton paper along with the Shoppers Guide. Bids will be accepted until 12:00 noon on November 20th, with a minimum bid of $1,000. Bids will be opened at the meeting on the 23rd. No action needed.
D. Fire Station addition
Dave Hague stated that all bids have been received and we are ready to proceed with the work. The septic and foundation will be in by the end of November. It will be weather tight by December 30th, and the interior will be completed by April 15th. Dave is waiting for a response from Irish Well Drilling about using the existing well here at the Town Office, and running a line down to the fire station. Robert Irish made a motion to have the work begin with no money being spent without Dave Hague’s permission. It was seconded by Dave McCarthy. Motion carried, with Allen Crabtree abstaining.
VIII New Business
A. Robert Irish made a motion to approve Election results, it was seconded by Allen Crabtree. Motion carried.
B. Allen Crabtree made a motion to discuss the Capital Investment Program Committee, it was seconded by Dave McCarthy. Dave Hague suggested the selectmen get together to review the guidelines. Allen suggested scheduling a workshop with the new committee and inviting the selectmen. Concern was brought up whether a vote was needed from a Public Works Director. Dave Hague said we did not need to reach a decision tonight, but needed to set up a meeting. The committee members are Ken Littlefield, Mike Foye, Dave Hague, Dave McCarthy, two citizens and one Budget Committee member. A workshop is scheduled for Tuesday November 23rd at 6:30, prior to the Selectmen’s meeting at 7:00 p.m.
C. Mike O’Donnell from O’Donnell and Associates was in attendance to help with the abatement process. Since this was not on the agenda, no action took place. He did however discuss the process for abatements with the selectmen. Decision on the abatements will take place at the next meeting.
IX Oral Communication
A. Selectmen
No reports were given.
B. Committees
Dave McCarthy said the Fire Department Planning Committee met this past week and went over the draft report from the Maine Fire Training Academy, and committee members have had their input. After he gets it all together he will send it back out to the originator and wait for the final review.
C. Department Heads
Lauris Champange gave an update on the new rescue unit. Everything is still on for the December 23rd delivery. Sugarloaf Ambulance is waiting for the Ford discount information, which needs to be sent as soon as possible. The day the unit arrives it will be ready for service. Ads need to be made for bids for the old unit.
D. Town Manager
Dave Hague said that Brian will be at the next meeting at which time they will discuss the building permit and inspection fees.
X Adjournment
Robert Irish made a motion to adjourn at 8:08, it was seconded by Allen
Crabtree. Motion carried.
