Board of Selectmen's Meeting

Town Office Building
1. Call the meeting to order and roll call
The meeting was called to order at 7:01 p.m. by Chairperson, Ruth Douglas.

Present were Selectmen, Robert Irish, Jr., Ted Davis, Ruth Douglas, George Tinkham, and David Hague; Town Manager, Mitch Manseau; and Recorders, Gail Irish and Kim Giles.
Guests present were: Ted Shane, Public Works Director; Dick Clow, Transfer Station Attendant; Ken Littlefield, Fire Chief; Joe Sabino, Denise Olsen, Steve Titcomb, Allen Crabtree, Alan Greene, Scott Douglas, Jeff Cutting, Don Allen, Lisa Hutchins, Claudia Flynn, John Schrader, Sheila Parker, Bruce Rust, Gene Bahr, Michael and Susan Farrell, and members of Boy Scout Troop 82 from Sebago obtaining their Communication Badge.
2. Schedule next meeting: Next Regular Selectmen's Meeting will be:
George made a motion to hold the next Selectmen's Meeting on March 2, 2004. It was seconded by Bob. Motion carried. Bob reminded the Board that they would be meeting on the 16th of March as well. The winter meetings of one a month pertained to the months of November, December, January and February only. The Selectmen will now resume their regularly scheduled meetings on the first and third Tuesday of the month.
2a. Adjustments to the agenda
There were none.
3. Audience participation
There was none.
4. SCHEDULED ITEMS:
4.17 (Old business) To see what action the Board wishes to take to alleviate the filled trash container weekend problem at the Transfer Station. Tabled last month.
George made a motion to have a workshop session to discuss the ongoing problem of the full trash container at the Transfer Station on Tuesday, March 2nd, 2004 at 6:00 p.m. It was seconded by David. There was much discussion as to how to alleviate the filled trash container week-end problem. In addition to that problem, most people felt that the Transfer Station hours of operation were insufficient as well. Another resident questioned if the Transfer Station was even adequate to provide for the increase in population. The motion carried with Bob opposing.
4.18 To see what action the Board wishes to take regarding approval of the new Town Personnel Rules & Regulations.
George made a motion to have a workshop session for town employees regarding the new Town Personnel Rules and Regulations on Tuesday, March 2nd, 2004 at 5:00 p.m. It was seconded by Ted. The motion carried.
4.19 To see what action the Board wishes to take regarding approval of the new Town Financial Management& Investment Policies.
David made a motion to accept the new Town Financial Management and Investment Policy. It was seconded by George. Motion carried.
4.11 To see whether the Board wishes to invite Bruce Hastings, candidate for the Maine Senate, to appear at the next meeting.
George made a motion to invite Bruce Hastings, candidate for the Maine Senate, to the next Selectmen's meeting. It was seconded by David. Motion carried.
5. APPOINTMENTS
There were none.
6. LEGAL
There were none.
7. WRITTEN COMMUNICATION
7.01 Sign and approve minutes of the January 6, 2004 Board of Selectmen Minutes.
George made a motion to approve the January 06, 2004, Board of Selectmen Minutes. It was seconded by David. Motion carried.
7.02 Approve warrants # 28-31
George made a motion to approve warrants #28 - #31. It was seconded by David. Motion carried.
Motion carried.
8. ORAL COMMUNICATION
Selectmen-The Transfer Station issue was again discussed and people were reminded of the upcoming workshop being held on March 2nd, 2004 for this purpose.
Committees- There were no comments.
Department Heads- There were no comments.
Town Manager- Mitch questioned whether it was necessary for Department Heads to attend Selectmen's meetings. During this time George raised the issue regarding the use of town property. David made a motion for Mitch to draft a policy for review for the use of town property. It was seconded by George. Motion carried.
9. ADJOURNMENT
George made a motion to adjourn at 7:50 p.m. It was seconded by David. Motion carried.
