BOARD OF SELECTMEN’S MEETING
TUESDAY, AUGUST 30, 2005

I Call to Order
The meeting was called to order at 7:00 p.m. by Chairman, Ruth Douglas.
II Roll Call
Present were: Selectmen, Ruth Douglas; Allen Crabtree; Jeff Harriman; Bob Irish Jr.; Dave McCarthy; Town Manager, David Hague, and Recorder Michele Bukoveckas. Guests present were: Public Works Supervisor, Ted Shane; Fire Chief, Kenneth Littlefield, Don Olden Sr. and Don Allen.
III Adjustments to the Agenda
Bob Irish Jr. made a motion to have an Executive Session per M.R.S.A. Title 1 §405 (6) (1) Personnel Issues, prior to Reports from Town Officials and Committees. It was seconded by Jeff Harriman. Motion carried.
IV Next Board of Selectmen’s Meeting is scheduled for September 6, 2005.
V Comments from the Public
Don Allen requested that a list of disposal fees be given out or displayed at the Transfer Station.

VIII New Business
There was none.
Bob Irish Jr. made a motion to move into Executive Session per M.R.S.A. Title 1 §405 (6)(1) Personnel Issues at 7:10 p.m. It was seconded by Dave McCarthy. Motion carried.
Dave McCarthy made a motion to reconvene at 7:55 p.m. It was seconded by Jeff Harriman. Motion carried.
There was no action to report during Executive Session.
IX Reports from Town Officials & Committees
Bob Irish Jr. stated that a citizen complained that the Town was paying tipping fees for a commercial hauler, who is mixing trash from other Towns with Sebago’s. The Board discussed that the ordinance states that commercial haulers must be licensed by the Town, provide copies of the registrations, provide a copy of liability insurance, and pay a fee. It was determined that this hauler did not provide any of the above. The Board concluded that the Town does not pay tipping fees for any other haulers, therefore, this action must stop. Allen Crabtree made a motion that the Solid Waste Manager, Ted Shane; immediately notify, Jordan’s Trucking, Pine Tree Waste, and Maine Energy Recovery Company that effective, September 5, 2005 the Board Of Selectmen, of the Town of
Sebago, will no longer be paying the tipping fees for Jordan’s Trucking, which will be followed up with a letter signed by the Board of Selectmen, and Town Manager. It was seconded by Dave McCarthy. Motion carried.
Allen Crabtree made a motion that acquiring a road worthy multi-purpose roll-off truck and hire a full-time CDL driver for Public Works be placed on the next agenda. It was seconded by Jeff Harriman. Motion carried with Dave McCarthy opposing.
Allen Crabtree stated that Ron Tabor, David Hague, and himself hiked and flagged a trail up the mountain, and that he had notified area clubs and committees about 3 work days to clear the trail. David Hague stated that the Nature Conservatory gave permission to cut trees at the top to re-store the view. There was discussion about using the town public works crew to brush out the trail and clear the view at the top, but it was felt that it would be more appropriate to contract the work out using funds from the Douglas Mountain account. Allen Crabtree will work with town groups to get volunteers to supplement the contract work. David Hague will contract the work.
B. Department Heads
Clerk/Treasurer, Michele Bukoveckas stated that the audit was over, and it appears to have gone well.
There were none.
D. Town Manager
Dave Hague stated the following:
ü Superintendent, Frank Gorham will be present on Wednesday, September 7, 2005 at 6:30 p.m. to discuss any concerns the Board may have with the school district.
ü Committee appointments will be made at the next meeting on Sept. 6, 2005
ü The auditors advised us that we should adopt a Fraud Policy. Your comments are appreciated.
ü Bids for Town Owned Equipment will be opened, and a list will be compiled on a spreadsheet for the next meeting.
Dave McCarthy made a motion to adjourn at 8:58 p.m. It was seconded by Allen Crabtree. Motion carried.
