TOWN OF SEBAGO
BOARD OF SELECTMEN’S MEETING
7:00 p.m.
TUESDAY, OCTOBER 4, 2005
TOWN OFFICE BUILDING


I       Call to Order
        The meeting was called to order at 7:00 p.m. by chairperson, Ruth Douglas.

II      Roll Call
        Present were: Selectmen, Ruth Douglas; Robert Irish Jr.; Dave McCarthy; Allen Crabtree and Jeff
        Harriman were absent; Town Manager, Dave Hague and Recorder Maureen Tabor. Guests
        present were: Mike Corrigan of The Bridgton News; Rescue Chief, Lauris Champagne; Fire Chief,
        Ken Littlefield; Phil Strike; Jason Greene; Don Allen; Paul Anderson; David Anderson; Andrew
        Plummer and John Puopolo.
                
III     Adjustments to the Agenda
        There were none.

PUBLIC HEARING ON ADOPTING THE NEW GENERAL ASSISTANCE ORDINANCE APPENDIXES.
        Robert Irish Jr. made a motion to open for discussion. It was seconded by Dave McCarthy.
        Dave McCarthy made a motion to accept the New General Assistance Ordinance Appendixes
        A, B and C, as written. It was seconded by Robert Irish Jr. Motion Carried
                
IV      Next Board of Selectmen’s Meeting is scheduled for October 18, 2005 at 7:00 p.m.

V       Comments from the Public        
        There were none.
        
VI      Written Communication
A.      Approval of the September 20, 2005 Selectmen’s Meeting Minutes
Dave McCarthy made a motion to approve the September 20, 2005 Minutes. It
was seconded by Robert Irish Jr.. Motion carried.
B.      Approve Warrant # 12 & Warrant # 13
Robert Irish Jr. made a motion to approve warrant #12 and warrant #13. It was seconded by Dave McCarthy. Motion carried.

VII     Old Business    
A.      Discussion of Town Solid Waste Ordinance
Dave McCarthy made a motion to table until the next Selectmen’s meeting. It was seconded by Robert Irish Jr.. Motion carried.

VIII    New Business
A.      Adoption of the New General Assistance Appendixes
Adopted earlier in the meeting.

B.      Discussion of Lakes Region Youth Football League
John Puopolo, head coach for the Lakes Region Youth Football League asked the Board of Selectmen if there were any funds available for the insurance needed by the Town for the Program. John said this year was taken care of, but was inquiring about next year. Dave Hague told him the proper channels to take to have it presented to the Budget Committee.

IX      Reports from Town Officials & Committees
A.      Town Manager
Sebago’s free metal collection weekend was a success. Dave Hague suggested that it be held twice a year, once in the Spring and then again in the Fall.

Dave Hague and Ted Shane will be meeting with DEP to discuss the possibility of collecting yard waste and brush at the gravel pit beside the Town Garage.

Pine Tree Waste is willing to improve their container pick-up schedule. The Town is still considering their options and are still looking for a roll-off container  truck at a fair price.

Both doors on Fire Station #3 have been replaced.

Tax Acquired Property Committee will be holding a meeting to review potential uses of vacant lots currently owned by the Town of Sebago.

Dave Hague will be sending monthly letters to the Town employees with updates on Town issues and decisions. He will also make himself available to each department for a question and answer session.

The auditors found that the Town’s financial status has once again improved over the past year.

The view from the top of Douglas Mountain has been restored.

B.      Selectmen
There were none.

C.      Department Heads
Rescue Chief, Lauris Champagne said that she expects to receive $600 of the $1600 grant which was asked for from the Windham Rotary Club.

Sebago Seam Rippers will be raffling off a quilt through the Rescue Department.

Fire Chief, Ken Littlefield said that the fire fighters went up to Douglas Mountain on Oct 3, and removed brush from the trail. A suggestion was made to have better trail markings.

EVAC Training will be taking place on the 15th of October.

Paving at the Fire Station 1 has been completed.

D.      Committees
There were none.
