MINUTES
TOWN OF SEBAGO
BOARD OF SELECTMEN’S MEETING
7:30 p.m.
TUESDAY, NOVEMBER 15, 2005
TOWN OFFICE BUILDING

I       Call to Order
        The meeting was called to order at 7:37 p.m. by acting Chairman, David McCarthy.
        
II      Roll Call
Present were: Selectmen Allen Crabtree, Jeff Harriman, Bob Irish Jr., and Dave McCarthy.  Absent was Selectman Ruth Douglas
        
III     Adjustments to the Agenda
        There were none.
        
IV      Next Board of Selectmen’s Meeting is scheduled for December 6, 2005.

V       Comments from the Public
        There were none.
                
VI      Written Communication
        There was none.

VII     Executive Session

Bob Irish Jr. made a motion to move into Executive Session per M.R.S.A. Title 1 §405 (6)(1) Personnel Issues at 7:38 p.m.  Jeff Harriman seconded it.  Motion carried.

Bob Irish Jr. made a motion to reconvene at 9:00 p.m.  Jeff Harriman seconded it.  Motion carried.    

There was no action taken during Executive Session.

VIII    Old Business    
A.      Douglas Mountain Trail and Branch Duckers Snowmobile Club
There was discussion about the request of the Branch Duckers Snowmobile Club for permission to cross town land with their trail on the backside of Douglas Mountain, as well as discussion about the request for additional clearing of the trail on town land.  No action was taken on the request.  It will be added to the Agenda for the next Selectmen’s meeting under Old Business.

IX      New Business
A.      Christmas Tree Lighting Ceremonies
There was discussion about having one or two Christmas tree lighting ceremonies in town this year.   There are two scheduled for December 4, one at the Veterans Memorial Park in East Sebago and the other at the town hall in Mud City.  The Town Manager sent the following e-mail to the Selectmen on November 14 asking for their input:
I have been asked if Sebago can have the Christmas Tree Lighting at the Veterans Memorial Park on December 4th.~ We will not be holding tree lighting at the Town Hall this year.~ We were going to plant a live tree donated by George Tinkham, but due to his health this did not happen.~ George is still willing to donate a cut tree this year, should we have Public Works over see the project to see that the tree goes up and down in a timely manner?
Do you agree that the Veterans Memorial Park is the right location?
The Selectmen felt that there should be only one Christmas Tree lighting ceremony in town, but were concerned about the timing of canceling the Mud City ceremony this year with such short notice before the event(s).~ The Selectmen were not privy to discussions that the Town Manager may have had with the various civic groups involved, and remembered that that there were problems involving the tardiness of removing the lights from the trees at Mud City after last year's ceremony.~ However, the two ceremonies have been conducted for several years, and the Selectmen were in favor of continuing both again for this year.  This information was conveyed to the Town Manager for his action.  
Further, the Selectmen directed the Town Manager to meet with the various groups involved after the first of the year to attempt to consolidate the two ceremonies into one for next Christmas.
X       Reports from Town Officials & Committees
A.      Selectmen
Bob Irish Jr. reported on a request that he had received about setting up a softball-pitching clinic in the town hall.  This was discussed and referred to the Recreation Director for further checking.

B.      Department Heads
There were no reports.

C.      Committees
There were no reports.

D.      Town Manager
There was no report.

XI      Adjournment
        Bob Irish Jr. made a motion to adjourn at 9:30 p.m.  Jeff Harriman seconded it.  Motion carried.
