Call to Order
The meeting was called to order by Chairman, Ann Farley at 6:07pm.
Swearing in of Dana Batchelder as Selectmen, Assessor and Overseerer of Poor
Ann Farley congratulated Dana on winning the election, and Town Clerk, Michele Bukoveckas administered the oath of office to Dana Batchelder.
I. Roll Call
Present were Selectmen; Ann Farley, Edythe Harnden, Dana Batchelder, Town Manager; Jim Smith and Recorder, Michele Bukoveckas. Guests present were: Public Works Foreman; Tim Mayberry, Superintendent of M.S.A.D. # 61; Patrick Phillips, Millie and Julia Batchelder, Jim Libby, Richard Merritt, Claudia Lowe, and Phil Strike.
II. Adjustments to the Agenda
Ann Farley added an Executive Session to the end of the agenda pursuant to Title 36 M.R.S.A. § 841 (2) (E) for Poverty Tax Abatement
III. Written Communication
- Approval of the February 1, 2011 Selectmen’s Meeting Minutes
Edythe Harnden made a motion to approve the February 1, 2011 Selectmen’s Meeting Minutes. It was seconded by Ann Farley. Motion carried.

- Patrick Phillips, M.S.A.D. # 61 Superintendent
Patrick Phillips went over historic budget figures to show the various trends throughout the district in terms of revenues and expenditures. He outlined financial impacts and changes within this year’s proposed budget. He stated that the largest increases are due to contractual mandates, and the debt payment on the High School/Vocational Construction Renovation Bond begins this year. He further stated that the district was able to achieve zero percent financing which will mean $355,000 less in principal, and received a $200,000 grant to help replace the windows.
Richard Merritt was present, and stated that he felt more cuts could be made. As it stands, Sebago’s portion of the budget will be an increase of 4.82% or $149,912. Richard Merritt encouraged all to attend the budget meetings and ask the district to further lower the budget. The District Budget Meeting will be held at Lakes Region High School on May 17th, with the Budget Validation on May 24th.
The Board of Selectmen, Budget Committee and CIP Committee will meet on Monday, March 7th at 6:00pm to discuss left over budget items.
VII. Reports from Town Officials
- Shoreland Violation Discussion
Jim Smith outlined the situation –a tree cutting violation in the shoreland zoning area. The situation was referred to the Town’s Attorney, and they drafted a letter to the property owner explaining the action that the Town is taking for the violation. Ann Farley made a motion to have the attorney send the letter to the property owner and move forward with the penalties. It was seconded by Edythe Harnden. Motion carried.
- Stated that there would not be an increase in GPCOGs dues this year.
- Locally, the average for a COLA is 1.4%. This will be further discussed at Monday night’s meeting.
Edythe Harnden asked if she could move ahead with the weatherization project with Lowes. She was told yes she could. If there are documents to be signed, she will have Town Manager, Jim Smith sign them.

Fire/Rescue March 8, 2011 at 6:00pm
Harbor Master March 22, 2011 at 6:00pm
Ann Farley also stated that she, Jeff Harriman and Michele Bukoveckas were working on updating the Personnel Policy. Ann said she will be looking at other town’s policies on the Maine Municipal Website.

- Executive Session pursuant to Title 36 M.R.S.A. § 841 (2) (E) for Poverty Tax Abatement
Edythe Harnden made a motion to go into Executive Session pursuant to Title 36 M.R.S.A. § 841 (2) (E) for Poverty Tax Abatement at 8:30pm. It was seconded by Dana Batchelder. Motion carried.
The Board returned to regular session at 8:45pm.
Edythe Harnden made a motion to deny the poverty tax abatement. It was seconded by Dana Batchelder. Motion carried.
Ann Farley made a motion to adjourn at 8:46pm. It was seconded by Edythe Harnden. Motion carried.
