PUBLIC HEARING ON PROPOSED FIRE TRUCK REFERENDUM
Public Hearing opened @ 6pm. Town Manager gave brief explanation of Referendum articles. Ken Littlefield answered several questions pertaining to the replacement of Engine 2. It was also explained that any discounts resulting in a lower price as proposed for the truck would go back into the CIP Tank 2 account as well as monies aquired through the bid process for Engine 2.

Call to Order
The meeting was called to order by Chairman, Ann Farley at 6:15 p.m.
I. Roll Call
Present were Selectmen; Tim Mayberry, Edie Harnden, Jim Libby, Chris Parker, Town Manager; Jim Smith, Fire Chief; Ken Littlefield, Phil Strike, and Ted Greene.
II. New Business
A. Fire Truck Discussion
Ken stated that $9,600 could be deducted from the purchase price of Engine 2 if total cost paid in full by Nov. 7th.He also introduced the possible need for a Performance Bond. Jim requested the paperwork from HGAC for both of these issues for Town Attorney review. Ann made a motion to deduct the proposed $9600 from the purchase price of Engine 2 and secure the Performance Bond contingent upon the Attorney's review and advice. Motion seconded by Chris. Motion carried 5-0.
B. Opening of Tax Acquired Property Bids
Map 31 Lot 32-Jim advised tabling this agenda item pending further review. Ann made the motion to table bid opening for Map 31, Lot 32. Chris Parker. seconded and motion carried 5-0. See attachment.
Map 7 Lot 15B-Two bids were received:
- $31,111.11 from Steve Girardin
- $56,252 from Andre Bellucci, DBA, Mitchell Farms Properties, LLC.
Ann made a motion to accept the bid of $56, 252.00. Motion seconded by Chris Parker. Motion carried 5-0.
III. Reports from Town Officials
Jim Smith had nothing to report.
Tim Mayberry had nothing to report.
Edie Harnden-Discussion with the Town Manager regarding statements made at the last Board Meeting pertaining to the Town Manager’s contract. Ann made a motion to add an Executive Session to the December agenda. It was seconded by Jim Libby. Motion carried 4-0, with 1 abstention.
Jim Libby reported on positive Food Pantry issues related to fund raising and grants awarded.
Ann Farley reminded the Board that the next Board meeting would be on November 4, 2014 at 6:00 pm., and that the Board would be meeting with the Fireman on November 17, 2014 at 7:00 pm. for further Fire Barn discussions.
Ann Farley made a motion to adjourn at 6:50 pm. It was seconded by Edie Harnden. Motion carried. 5-0.
