Board of Selectmen Minutes 08/18/15


Call to Order
The meeting was called by Chairman Ann Farley at 6:00 pm.
                                
I.      Roll Call
Present were Selectmen; Ann Farley, Jim Libby, Edythe Harnden, Tim Mayberry, Chris Parker, Town Manager; Jim Smith, Town Clerk and Recorder, Michele Bukoveckas.  Guests present, Joe Tappan and Town Attorney, Amy Tchao joined the meeting late.

        A.      Approval of the August 4, 2015 Selectmen’s Meeting Minutes    
                Edythe Harnden made a motion to approve the August 4, 2015 Selectmen’s Meeting Minutes.  It was seconded by Chris Parker.  Motion carried.

        B.      Approval of the August 11, 2015 Selectmen’s Meeting Minutes
                Edythe Harnden made a motion to approve the August 11, 2015 Selectmen’s Meeting Minutes.  It was seconded by Tim Mayberry.  Motion carried.
                
  • Comments from the Public
Joe Tappan expressed his concern over the smell in the Northwest River region.  Jim Smith stated he had spoken with the property owner, and the issue is being addressed.

VII.    Reports from Town Officials

  • Town Manager
  • Received a “Thank You” card from the Food Pantry for the $2,375 in appropriations.
  • The front office will be closing at 1pm on October 15, 2015 to allow the staff to attend Bureau of Motor Vehicle training.  This will be a webinar, so no travel will be required.
  • Swamp Road update-ditching is done.  The better fill was taken to the Folly end of Peaked Mountain, the other fill was delivered to residents that requested fill.  A spring in the road was discovered after Saturday’s rainstorm, so Neal is going to address this issue.
  • Selectmen
Jim Libby inquired about the price of road materials to fix Swamp Road .  Jim Smith replied Anderson’s quoted $1,167 and $1,179.  Prices from Keil Excavation were higher.

Edythe Harnden commented on the following:
  • Camp O AT KA is hosting a Harvest Dinner on August 27, at 6:00 pm.  Proceeds will benefit the Fuel Assistance Fund.  In addition, an afghan will be raffled.
  • Noticed that flyers for the Household Hazardous Waste Day at the Transfer Station had the wrong date on it.  It was stated that it was corrected.
Ann Farley stated that the in the Ward Cemetery has been reconstructed by David Twombly and ready to be installed. Will contact Allen Crabtree for an article and pictures for the Bridgton News.

Chris Parker inquired if the safety switch on the recycling container at the transfer station had been fixed.  Jim Smith replied it had.

Tim Mayberry had nothing to report.





VIII.   Executive Session, Pursuant to Title 1 § 405 (6)(c) Disposition of Publicly Held Property
        Ann Farley made a motion to enter into Executive Session, Pursuant to Title 1 § 405 (6)(c) Disposition of Publicly Held Property at 6:17 pm.  It was seconded by Jim Libby.  Motion carried.

        The Board reconvened at 7:45 pm.  No action taken during Executive Session.

        Ann Farley made a motion to schedule another Executive Session, Pursuant to Title 1 § 405 (6)(c) Disposition of Publicly Held Property on August 25th at 6:00pm.  It was seconded by Tim Mayberry.  Motion carried.

IX.     Adjournment
        Edythe Harnden made a motion to adjourn at 7:56pm.  It was seconded by Chris Parker.  Motion carried.
