Board of Selectmen Minutes 05/16/2017

The meeting was called to order at 5:30 pm by Chairman, Ann Farley


Present were Selectmen;  Ann Farley, Tim Mayberry, Edythe Harnden, Chris Parker, Phil Lowe, Town Manager; Jim Smith, Recorder; Leslie Barrett.  Guests present were Neal Allen, Karen Moore, Jim Libby, Chris Harrington, Claudia Lowe, and Ken Littlefield.

Phil Lowe made a motion to approve the Selectman’s Meeting Minutes April 24, 2017- May 9, 2017.  It was seconded by Tim Mayberry.  Motion carried with all in favor.

  • Appointment of a New Town Manager
Ann Farley made a motion to appoint Michele Bukoveckas as Town Manager.  They will negotiate a contract at the next meeting in an Executive Session.  It was seconded by Edythe Harnden.  Motion carried with four in favor, and one against.
                B.      Signing of a Catered Function to be held at the Town Hall

Edythe Harnden made a motion to approve the Catered Function at the Town Hall on July 1, 2017 sponsored by Lynda Chase.  Chris Parker seconded.  Motion carried with all in favor.                              
  • Town Manager
Jim Smith reported/commented on the following:

Jim reported most of the grading on Anderson Rd was done; Folly Rd will be next.  

The Cemetery stones will be done before June 30th.

There have been complaints about house # 69 on Sebago Rd.  When the culvert overflowed a lot of water, debris and concrete landed on the property.  Public Works needs to address it, raking the yard and cleaning it up.  The question is, is it a State problem or a town problem, they are delving into the situation.

  • Selectmen
Tim Mayberry reported/commented on the following:

Tim Mayberry brought up a concern of a town citizen regarding who maintains Safe Harbor Rd.  Jim Smith said the town is responsible up to the black top.  Jim will speak to the citizen, Mr. Davies, about it tomorrow.

Ann Farley reported/commented on the following:

Ann Farley reminded the Selectmen of the Marijuana Moratorium Meeting Thursday, May 18th.

Edythe Harnden reported/commented on the following:

Edythe Harnden expressed concern/curiosity why the selectmen make policies if they will not be enforced.  She stated that the mileage report is due monthly, if not the payment will be withheld.  Jim Smith said he will enforce it but it has created a hardship, maybe, we need to revisit why the policy was made.  Ann Farley said we will revisit the policy at the next Policy Committee Meeting.

  •     Miscellaneous Items
Fire Chief Ken Littlefield talked about the firetruck that was recently given to the town as a gift.  If we do not want the truck the previous owner has first option to get it back.  If he does not want it we can put it out to bid.  Jim Smith said it was similar to what we did at the high school.  We will put it on the next agenda and discuss the disposition of the Fire Truck.

Pole Permit Folly Rd
Ann Farley made a motion to accept pole #8 on Folly Rd.
Tim Mayberry suggested Public Works should look where the pole is and make sure it is out of the way of the plow trucks.   
Ann Farley made a motion to sign it and hold it pending review by the Public Works Foreman, Wayne Allen.  It was seconded by Phil Lowe.  Motion carried with all in favor.

          Tim Mayberry made a motion to adjourn at 5:45 pm.
           It was seconded by Chris Parker.  Motion carried with all in favor.
