BUDGET COMMITTEE MEETING MINUTES

MONDAY, JANUARY 21, 2008 - 6:00 P.M.


PRESIDING: Greg Smith

NEW BUSINESS:

Some conversation ensued regarding the budget process in general.  Don Olden Sr. mentioned that he is concerned about the fact that Maureen Harriman is considered a Budget Committee member and a Selectman which in essence gives her two votes during the budget process.  Mr. Nicholson recognizes that there are a few “glitches” in the current process.  He stated that we will be developing an ordinance this summer that will hopefully eradicate them.

The Budget Committee proceeded to review the proposed Budget Line Items with input from Mr. Nicholson as requested.  The following changes were made to the proposed budget.

ADMINISTRATION (#10-02)
Town Manager recommends a proposed total for Department #10-02 (Administration) of $267,773.16.

Greg Smith made a motion to approve all line items for Department #10-02 (Administration) as recommended by the Town Manager, for a department total of $267,773.16.  It was seconded by Don Olden Sr.  Motion carried with all in favor.

BUDGET COMMITTEE APPROVED DEPARTMENT TOTAL = $267,773.16


BOARD OF SELECTMEN (#10-04)
Town Manager recommends a proposed total for Department #10-04 (Board of Selectmen) of $15,300.00.

Don Olden Sr. made a motion to approve all line items for Department #10-04 (Board of Selectmen) as recommended by the Town Manager, for a department total of $15,300.00.  It was seconded by Greg Smith.  Motion carried with all in favor.

TOWN MANAGER (#10-06)
Town Manager recommends a proposed total for Department #10-06 (Town Manager) of $54,400.00.

Greg Smith made a motion to approve all line items for Department #10-06 (Town Manager) as recommended by the Town Manager, for a department total of $54,400.00.  It was seconded by Don Olden Sr.  Motion carried with all in favor.

CLERK/TREASURER/TAX COLLECTOR (#10-08)
Town Manager recommends a proposed total for Department #10-08 (Clerk/Treasurer/Tax Collector) of $77,059.50.

Don Olden Sr. made a motion to approve all line items for Department #10-08 (Clerk/Treasurer/Tax Collector) as recommended by the Town Manager, for a department total of $77,059.50.  It was seconded by Greg Smith.  Motion carried with all in favor.

CODE ENFORCEMENT (#10-12)
Town Manager recommends a proposed total for Department #10-12 (Code Enforcement) of $52,868.00.

Don Olden Sr. made a motion to approve all line items for Department #10-12 (Code Enforcement) as recommended by the Town Manager, for a department total of $52,868.00.  It was seconded by Joe McMahon.  Motion carried with all in favor.

HEALTH OFFICER (#10-14)
Town Manager recommends a proposed total for Department #10-14 (Health Officer) of $985.00.

Don Olden Sr. made a motion to approve all line items for Department #10-14 (Health Officer) as recommended by the Town Manager, for a department total of $985.00.  It was seconded by Joe McMahon.  Motion carried with all in favor.

GENERAL ASSISTANCE (#10-16)
Town Manager recommends a proposed total for Department #10-16 (General Assistance) of $21,235.00.

Greg Smith made a motion to approve all line items for Department #10-16 (General Assistance) as recommended by the Town Manager, for a department total of $21,235.00.  It was seconded by Don Olden Sr.  Motion carried with all in favor.

ELECTIONS (#10-18)
Town Manager recommends a proposed total for Department #10-18 (Elections) of $1,785.00.

Don Olden Sr. made a motion to approve all line items for Department #10-18 (Elections) as recommended by the Town Manager, for a department total of $1,785.00.  It was seconded by Greg Smith.  Motion carried with all in favor.

APPEALS BOARD (#10-22)
Town Manager recommends a proposed total for Department #10-22 (Appeals Board) of $1,048.00.

Greg Smith made a motion to approve all line items for Department #10-22 (Appeals Board) as recommended by the Town Manager, for a department total of $1,048.00.  It was seconded by Don Olden Sr.  Motion carried with all in favor.

PLANNING BOARD (#10-26)
Town Manager recommends a proposed total for Department #10-26 (Planning Board) of $5,036.00.

Don Olden Sr. made a motion to approve all line items for Department #10-26 (Planning Board) as recommended by the Town Manager, for a department total of $5,036.00.  It was seconded by Greg Smith.  Motion carried with all in favor.

ALARM (#20-02)
Town Manager recommends a proposed total for Department #20-02 (Alarm) of $3,300.00.

Don Olden Sr. made a motion to approve all line items for Department #20-02 (Alarm) as recommended by the Town Manager, for a department total of $3,300.00.  It was seconded by Greg Smith.  Motion carried with all in favor.

ANIMAL CONTROL (#20-04)
Town Manager recommends a proposed total for Department #20-04 (Animal Control) of $5,300.00.

Ø       Line Item #13-31 (Harvest Hills) – Discussion ensued on this line item in regards to the fact that this is a non-profit organization that provides a very necessary service to the town.  It is a requirement by state law that if you do not contribute funds to a facility such as this, you must then provide your own facility for this purpose, which would be much more costly to the town.  Harvest Hills asks for a yearly donation of $1.00 per person living in a town.  It is felt that some allowance should be made for the tax paying summer residents that bring their animals with them, and may end up using the facility if their animal is picked up as a stray.  

Don Olden Sr. made a motion to change line item #13-31 (Harvest Hills) to $1,750.00 as discussed.  It was seconded by Greg Smith.  Motion carried with all in favor.  

Don Olden Sr. made a motion to approve all line items for Department #20-04 (Animal Control) as per the Town Manager’s recommendation, with the exception of line item #13-31 (Harvest Hills) which was previously voted on, for a department total of  $5,550.00.  It was seconded by Greg Smith.  Motion carried with all in favor.

BUDGET COMMITTEE APPROVED DEPARTMENT TOTAL = $5,550.00

Greg Smith made a motion to adjourn.  It was seconded by Don Olden Sr.  Motion carried with all in favor.
