I       Call to Order
          Rick Viles called the Public Hearing to order at 7:02 p.m.  

Present: Steve Burgess, Jim Libby, Phil Lowe, Joe McMahon, Rick Viles, Paul White, Code Enforcement Officer, Jim Smith and Recorder, Maureen Scanlon.  

Guests present: Selectmen; Allen Crabtree, Ann Farley, and Jeff Harriman, Rick Bates, Abe Parker, Emma Shute, Anne McMahon, Ted Greene, Cynthia Wilson, Sherry Miller, Deb Dolan, David Heath, Barry Jordan, Charles Frechette, Grosvenor Newcomb, and Jerry Holt.
II      Business

Land Use Ordinance Public Hearing

Rick Viles explained that the purpose for tonight’s meeting is to educate the citizens on the changes that have been made on the proposed Land Use Ordinance and to give the citizens the opportunity to express their concerns about any additional changes that may need to be made before it is presented to the residents of Sebago for approval.    

Steve Burgess explained, in detail, the different Districts on the official District Zoning Map.  (Note: Smaller roads may not be shown on this map.  The map is based on the E-911 maps available from the State of Maine.)  

Rick Viles advised everyone present that the document available at tonight’s meeting is only a “Draft” version that does not have a copy of the recently updated District map (that Steve Burgess is presenting) attached to it yet.    

Rick Viles proceeded to review, in detail, the major changes that are being proposed in each section of this ordinance.  Copies of this proposed “draft” document were available for anyone interested in obtaining a copy.  Updates to the “draft” copy are available to the public upon request.  A sign up sheet was provided for anyone that would like the updates sent to them as changes are made.  You may also contact Maureen Scanlon at the Town Office to be added to this list.

The Planning Board answered all questions presented by members of the public.  There was quite a bit of discussion on the proposed changes and how they may or may not affect “grandfathered” lots.

The Planning Board members also answered questions presented by members of the public that pertained to the Shoreland Zoning Ordinance and how this may affect the proposed Land Use Ordinance.  

The Planning Board is hoping to have the final version of this document available for review before and then approval at the Annual Town Meeting on June 6, 2009.  If it is not ready by that date, a special town meeting will be scheduled to approve and then implement the new Land Use Ordinance.  

The Board members thanked everyone for coming tonight and adding their concerns and comments; they will be taken into consideration as this process continues.  They asked that if anyone has any further suggestions in wording changes, etc., please contact Maureen Scanlon at the Town Office with your suggestions and she will forward them to the Planning Board members for consideration.   

No further issues were brought up for discussion.
