I Call to Order
Chairman Paul White called the meeting to order at 7:00 p.m.
Present: Jim Jansz, Phil Lowe, Joe McMahon, Tina Vanasse, Rick Viles, Paul White, Code Enforcement Officer Brandon Woolley, Recorder Maureen Scanlon.
Absent: Donna Cook
Guests present: Ray Sylvester from Blue Heron Building, Esther Bizier and Rick Dunton from Main-Land Development Consultants, Inc., George Sawyer from Sawyer Engineering.
Maureen Scanlon read aloud a letter of resignation tendered today from Planning Board Member Donna Cook. Maureen will advise the Board of Selectmen of the vacancy on this Board.

IV Review of Minutes (December 16, 2014)
Joe McMahon made a motion to approve the minutes from December 16, 2014 as presented. It was seconded by Phil Lowe. Motion carried with all in favor.
V Old Business
- Site Plan Review – Camp Micah (New Cabin) – Map 17, Lots 12 & 13
Esther Bizier from Main-Land Development Consultants, Inc. stated that the DEP approval has been received for this project. She submitted copies of this approval to the Board. A copy was also submitted for inclusion in the Planning Board file for this project.
Phil Lowe made a motion to approve the project as presented. It was seconded by Rick Viles. Motion carried with all in favor. The Board members signed off on the “Site Plan Review Decision” form attesting to the approval of the project.

VI New Business
- Site Plan Review – Requesting to Construct a Second Residential Care Facility – (Property owned by J.J. Realty Trust Partnership, LLC) (Applicant is NeuroRestorative Associates) – Map 5, Lot 27, 27A & 27C
Brandon Woolley stated that he has reviewed the application for an expansion of use to build another residential facility. It meets all requirements for allowable uses according to the ordinance. He confirmed that he is satisfied with the submission. The applicants have already conferred with the Department of Transportation regarding any roadway entrance issues. It was noted that it does not require a Department of Environmental Protection permit because it is below the development thresholds. Maureen Scanlon confirmed that all fees have been paid to date. There was discussion amongst the Board addressing whether or not a Site Walk and Public Hearing are required for this project. George Sawyer from Sawyer Engineering reviewed some of the specifics in regards to the land and
location aspects of this project. Ray Sylvester from Blue Heron Building answered questions from the Board regarding the proposed structure and the services that will be provided at this facility.
Site Walk – Phil Lowe made a motion to waive a Site Walk at this location due to the fact that current snow conditions make it impossible to see anything. It was seconded by Tina Vanasse. Motion carried with all in favor.
Public Hearing – Rick Viles made a motion to hold a Public Hearing at the next regularly scheduled meeting. It was seconded by Joe McMahon. Motion carried with all in favor.
Application Acceptance – Rick Viles made a motion to accept the application as a complete application. It was seconded by Phil Lowe. Motion carried with all in favor.
Brandon Woolley and George Sawyer brought to the Board’s attention a problem that they have encountered in the Anderson Road area with the Zoning District Boundaries. Specifically there is a ten acre lot on Anderson Road that is physically located in two different zoning districts. They asked the Board on how to proceed in order to have this entire lot designated to one zoning district. There was some discussion regarding this matter and how to proceed in order to resolve the problem for this lot which may ultimately also resolve some problems with other lots in this area.
Phil Lowe made a motion to adjourn at 7:35 p.m. It was seconded by Tina Vanasse. Motion carried with all in favor.
