Sebago Fire and Rescue Building Task Force
Minutes from Meeting of December 14, 2011

Meeting opened at 7:03 pm at the Sebago Town Offices.

In attendance were Task Force members Jim Smith, Tim Smith, Alan Greene, Phil Strike, Ann Farley, Anita Chadbourne, and Allen Crabtree. Fire Chief Brent Libby was there from Standish.  Fire Chief Ken Littlefield was absent.   Absent was Task Force member Carl Dolloff.  Guests present were Edythe Harndon and Architect Jeff Fleming.

Public Hearing

There was discussion of the comments raised at the December 6, 2011 public hearing.  

Future use of the Rescue Building - an effort needs to be made to have a definitive use for the building identified.  Jeff suggested that if it were offered at lease at the minimum cost to the town of maintaining it that we should readily find renters.  Allen will determine the annual cost of heat and electric.  Ann will meet with Steve Titcomb to explore renting it to see feasibility, revenues, and potential renters.

Site Plan – Jim has talked with Jon Whitten about the DEP permit and redoing the engineering plan to conform to the Planning Board site plan of review requirements.  Phil Lowe commented that there are several inconsistencies in the site plan that need to be corrected and the plan should be brought back to the Planning Board, especially if the building is moved on the site.  The next Planning Board meeting is January 10.  Jim will work with Jon to have a revised plan ready to submit to the Planning Board.

Jim said that Jon feels moving the building back on the site 35 feet would allow reducing the amount of fill by 2 feet, thus saving money for site development and improving the road slope.

Site Development Bids – there needs to be a peer review of the bid documents before they are released to the public with an RFP.  RFP could go out on February 1, with bids due back March 15, with a request that bid prices be valid for 90 days (June 15).

Building Design – Alan suggested redoing the plan to put all the office and living space in the back of the building allowing for cheaper construction.  Jim suggested adding a side entry door to access the boat and the mass casualty trailer.

Expanding the front to 5 bays was felt to be too expensive, so 4 full bays would be retained at 60 feet deep.

Phil Strike suggested redoing the floor plan to have all the apparatus in the front, saving money on separate drains, sprinklers, exhaust systems and energy loss through overhead doors.

Alan suggested expanding the bunk rooms – need two separate bunk rooms.

Tim said that there should be three offices – one for the Fire Chief, one for the Rescue Chief, and one for the Day officer for run sheets and records.

Tim questioned whether sprinklers would be needed in public safety buildings under state requirements.  Jeff will double check with the Fire Marshall but felt that the fire safety code construction and separating living from apparatus sections of the building met the code.

Jeff said that the parking could be moved to the rear to saving paving costs.  Having all the office and living space in the rear will allow for less expensive construction.  He will redo the floor plan and bring it back to the group within the next couple of weeks.

Time Line

·       RFP for architectural services will go out December 15 with the intent to have bids returned in time for Board of Selectmen review and approval of an architect at their January 3 meeting or soon thereafter.  Preparation of architectural design and construction specs would take until March 1.  
·       RFP for site development work would go out February 1 with bids returned by March 15.
·       RFP for building construction would go our March 1 with bids returned by April 15.

Assignments

·       Allen will determine the annual cost of heat and electric of the Rescue Building.  
·       Ann will meet with Steve Titcomb to explore renting the Rescue Building.
·       Jim will work with Jon to have a revised site engineering plan ready to submit to the Planning Board at their January 10 meeting.
·       Jeff will redo the floor plan and bring it back to the group within the next couple of weeks.

Next meeting of the task force is Thursday, January 5 at 7:00 pm at the town offices to review the revised site plan prior to submitting it to the Planning Board for their January 10 meeting.
