SEBAGO BOARD OF SELECTMEN’S MEETING

6:00 PM

TUESDAY, NOVEMBER 6, 2018       

 

ALL REGULAR BOARD OF SELECTMEN MEETINGS

ARE HELD THE 1ST AND 3RD TUESDAY OF EACH MONTH.



 

CALL TO ORDER

 

The meeting was called to order by Chairman, Tim Mayberry, at 5:59 pm.

 

I.      ROLL CALL

 

Present: Selectmen; Phil Lowe, Tim Mayberry and Chris Parker, Town Manager, Michele Bukoveckas, Recording Secretary, Evelyn Exley

 

Absent:  Edythe Harnden

 

Guests present: Donna Cook, Jim Libby, Claudia Lowe, Ken Littlefield, Jason

Schoolcraft, Brandon Woolley, Karen Moore, Carla Parker

 

II.     ADJUSTMENTS TO THE AGENDA

 

Item added:  Consent Agenda Item B – Approval of the October 25, 2018 Board of Selectman’s Meeting Minutes.

        

III.    CONSENT AGENDA

 

Approval of the October 16, 2018 Selectmen’s Meeting Minutes

Chris Parker made a motion to approve the October 16, 2018 meeting minutes as presented.  It was seconded by Phil Lowe.  Motion carried with all in favor.

 

Approval of the October 25, 2018 Selectmen’s Meeting Minutes

Chris Parker made a motion to approve the October 25, 2018 meeting minutes as presented.  It was seconded by Phil Lowe.  Motion carried with all in favor.

                                                        

IV.     COMMENTS FROM THE PUBLIC

        

Donna Cook thanked the town for the recent fence repairs that were done at the Peabody Pond Road cemetery.

        

 

V.      OLD BUSINESS

        

Town Property Encroachment Discussion

Town Manager, Michelle Bukoveckas, distributed letters from the town’s

attorney regarding the encroachment.  The Board stated that the letters are not meant to cause a hardship, but to ensure that the structures cannot be rebuilt. Phil Lowe made a motion to send the letters out to the encroachers.  

It was seconded by Tim Mayberry.  Motion carried with all in favor.

 

Public Safety Building Update/Discussion

Financing options and the possibility of placing a modular unit for the EMS building portion of the project were discussed.  Ken Littlefield and Jason Schoolcraft are still in the process of obtaining information.  It was stated that the bunk room was a number one priority at this time.  This item will be placed on the agenda for December.

                

VI.     NEW BUSINESS

 

Acceptance of Douglas Mountain Generator

Tim Mayberry made the motion to accept the gift of the generator and approve the continued maintenance of it.  It was seconded by Chris Parker.  Motion carried with all in favor.

 

Transfer Station Issues

A list of issues was distributed to the Board.  The list contained issues such as:

More signage required,

Speeding issues,

No running water to hose out pit,

The safety mechanism on the Single Stream (recycling container) door auto shut off is not working.

Ken Littlefield stated the Fire Department could not hose down the containers on a regular basis, but perhaps it could be done monthly.  It was stated it would not be feasible to do during the winter months as water could freeze on the hydraulics and cause major issues.  

 

Michele stated she will call to have the auto shut off on the Single Stream recycling container fixed.  

 

The list of the issues needing to be addressed will be put on the next agenda in order to allow the Board a chance to review the items before the next meeting.

 

Abatements and Supplementals as Recommended by Assessor’s

Agent

Michelle presented the Abatements and Supplementals for property tax bills as prepared by the Assessors Agent.  Most of the Abatements and Supplementals off set each other.  They were addressing the fact that the wrong owner was or was not billed.

 

Phil Lowe made a motion to approve the Abatements and Supplementals as presented.  It was seconded by Tim Mayberry.  Motion carried with all in favor.

 

VII.    REPORTS FROM TOWN OFFICALS

                

A       Town Manager

 

Received $7,032.17 from the insurance company for the Freightliner truck damages.   

Next month we begin televising meetings.  They will not be live, but will air when LRTV receives the disk.  Also, a link will be on the town’s website for viewing.  Not sure how long it will take after the meeting, I am still working out the details.

November 15, 2018 - FEMA Procurement Meeting

 

                B.      Selectmen

 

Chris Parker expressed concern about the flags that have been falling down in the Long Beach area.  This will be addressed.    

 

Tim Mayberry had nothing to report.

 

Phil Lowe had nothing to report.

 

C.      Committees

 

                        Nothing reported.

 

VIII.   Adjournment

 

Tim Mayberry made a motion to adjourn at 6:30 pm.  It was seconded by Phil Lowe.  Motion carried with all in favor.
