SEBAGO BOARD OF SELECTMEN’S MEETING

CALL TO ORDER

 

The meeting was called to order by Vice Chair, Tim Mayberry at 6:00 pm.

I.      ROLL CALL

 

Present: Selectmen; Edythe Harnden, Phil Lowe, Tim Mayberry and Chris Parker, Town Manager, Michele Bukoveckas, Town Clerk and Recorder, Maureen Scanlon

 

Guests present: Phil LaPierre, Ray Felker, Karen Moore, Jim Libby, Tom Ruppert

 

II.     ADJUSTMENTS TO THE AGENDA

III.    CONSENT AGENDA

 

Approval of the June 2, 2018 Town Meeting Minutes

Edie Harnden made a motion to approve the June 2, 2018 Town Meeting minutes as presented.  It was seconded by Phil Lowe.  Motion carried with all in favor.

 

Approval of the June 5, 2018 Selectmen’s Meeting Minutes

Phil Lowe made a motion to approve the June 5, 2018 meeting minutes as presented.  It was seconded by Chris Parker.  Motion carried with all in favor.

 

IV.     COMMENTS FROM THE PUBLIC

        

Jim Libby stated that he attended the June 12, 2018 Election Recount that was held today at 2:00 pm at the Town Office.  The result of the recount was an even tie between the two candidates (with 168 votes each).    

 

RECORDER’S NOTE: This Recount was held specifically for the second vacant Budget Committee position due to a three vote difference between Jim Libby and Gerry Holt.

The recount was performed as a “hand count” and was not done through the Voting Tabulator machine.  Due to the fact that this position does not become active until late November, if neither candidate concedes to the other, then a run-off election between the two candidates will be held during the November 6, 2018 election.

 

V.      OLD BUSINESS

        

Peabody Pond Cemetery

Edie Harnden stated that she was informed that several residents are not satisfied with the condition of the Peabody Pond Cemetery.  The Town Manager was asked to look into the matter.  

                        

VI.     NEW BUSINESS

 

Elect Chair and Vice Chair for Board of Selectmen

Chris Parker made a motion to nominate Tim Mayberry as Chair of the Board of Selectmen.  It was seconded by Edie Harnden.  Motion carried with all in favor.

 

Tim Mayberry made a motion to nominate Phil Lowe as Vice Chair of the Board of Selectmen.  There was no second to the motion.  Motion failed.

 

Edie Harnden made a motion to nominate Chris Parker as Vice Chair of the Board of Selectmen.  It was seconded by Tim Mayberry.  Motion carried with all in favor.    

 

Resolution for the Solar Bond

Town Manager, Michele Bukoveckas, explained that although the obtaining of a bond was approved at the recent Town Meeting, the Board is required to sign a Resolution in order to move forward to the next step.  The actual paperwork will be signed at the next meeting and the closing with the bank will be on July 31st which is when the funds will be allocated to the town.  

 

Tim Mayberry made a motion to approve and sign the Resolution for the Solar Bond.  It was seconded by Phil Lowe.  Motion carried with three in favor and one opposed.   

 

Disbursement Warrant for FY 18-19

Michele Bukoveckas explained that the Disbursement Warrant is signed every year.  It is the document that allows State, School and payroll checks to be released with only one selectman’s signature; all other checks are not released until there are at least three selectmen signatures on the Warrant.    

 

Chris Parker made a motion to approve and sign the Disbursement Warrant for FY 18-19.  It was seconded by Tim Mayberry.  Motion carried with all in favor.  

 

Appointments:

C.E.O./L.P.I./E 911 Coordinator

The Town Manager recommended that Brandon Woolley be re-appointed to the positions of C.E.O./L.P.I./E 911 Coordinator.  

 

Chris Parker made a motion to appoint Brandon Woolley to the positions of C.E.O./L.P.I./E 911 Coordinator.  It was seconded by Phil Lowe.  Motion carried with all in favor.  The Selectmen signed all three of the Certificates of Appointment appointing Brandon Woolley as the C.E.O./L.P.I./E 911 Coordinator.

 

Ballot Clerks

The Town Manager stated that in the past the Ballot Clerks were appointed in July, however there has been a change in that process.  The Town Clerk explained that the Ballot Clerks are required to be appointed in January every other (odd numbered) year.  Therefore it is not required at this time.

 

Health Officer

The Town Manager recommended that Helen Twombly be re-appointed to the position of Health Officer.  

 

Chris Parker made a motion to appoint Helen Twombly to the position of Health Officer.  It was seconded by Phil Lowe.  Motion carried with all in favor.  The Selectmen signed the Certificate of Appointment appointing Helen Twombly as the Health Officer.

 

General Assistance Administrator

The Town Manager recommended that Edie Harnden be re-appointed to the position of General Assistance Administrator.  

 

Tim Mayberry made a motion to appoint Edie Harnden to the position of General Assistance Administrator.  It was seconded by Chris Parker.  Motion carried with all in favor.  The Selectmen signed the Certificate of Appointment appointing Edie Harnden as the General Assistance Administrator.

 

Special Election to be held in November to fill Selectman, Assessor, Overseer of the Poor, and Sebago Cemetery Trustee vacancies discussion. 

Ann Farley’s resignation resulted in open positions for the Selectmen, Assessor, Overseer of the Poor and the Sebago Cemetery Trustee which need to be filled.  The options are to either continue with the positions open until the Town Meeting next June, or they can be voted on at the next election being held on November 6, 2018.  There is a 100 day required time period for circulating nomination papers which would make them available to the public on July 29th if the positions are to be added to the Municipal ballot for the November election.  

 

Tim Mayberry made a motion to fill both of the positions vacated by Ann Farley at the November election.  It was seconded by Chris Parker.  Motion carried with all in favor.  

 

The Town Manager reminded the Board that there is a possibility that the  second vacant Budget Committee position may also be included on the Municipal Ballot for the November election.             

 

VII.    REPORTS FROM TOWN OFFICALS

                

A       Town Manager

 

GPCOG and MDOT have provided the winter 2019 Salt Bid figures.  MDOT bid $58.05/ton through Eastern Salt, and GPCOG bid $54.53/ton through Morton Salt.  After speaking with Wayne, we will be using CPCOG at $54.53/ton.  Last year’s price was $59.70/ton so this is a savings of $5.17/ton.  In addition, Calcium Chloride flakes are available at $.295/ton. The Town previously purchase calcium chloride flakes through Paris Farmers Union, this will be a savings of $.15/ton.

Currently working with CMP to convert street lights to LEDs.  Suzanne’s preliminary figures estimate a savings of $4,351.52/year.  There is no cost to the town to convert, process of ordering and installing can take up to 4 months maybe longer.  LEDs are not available to replace sodium flood lights

Received the deed for the school and I am preparing it for filing.

3 school buses have been purchased by the School Department.  I have granted permission for the buses to park at the garage during Sebago Days.  They will check with Public Works for the proper location.

1 bid was received for the 1990 Ford Fire Truck in the amount of $1,261.  What are your thoughts/wishes?

Phil Lowe made a motion to accept the bid of $1,261.00 from Mr. LaPierre for the 1990 Ford Fire Truck.  It was seconded by Edie Harnden.  Motion carried with all in favor.  It was noted that the funds are to be put back into the CIP line item account for a future fire truck acquisition.   

 

Residents at the end of Taylor Rd (where the plow currently turns around) would like us to repair some damage that apparently was caused by the plow truck.  While researching the deed, there are three residents that are on a “private” section of Taylor Rd.  Public Works stated they can use the 1 ton to plow this road and turn around before the residences.  What are the wishes of the board in regards to fixing the driveway?

There was some discussion regarding this matter.  Phil Lowe made a motion not to do the requested repair and to stop plowing the road in the private section.  It was seconded by Tim Mayberry.  Motion carried with all in favor.  

 

Allen Rd has been plowed to the top as that was a convenient turn around.  The Town’s ROW stops 875 ft from Convene Rd.  MMA suggest that we get a revocable license as well as a release of liability from the residents at the top of the hill.  Additionally, I feel we should look into an easement for a turn around on the lower part on the town road.

After some discussion the Board requested that the Town Manager look into obtaining a 50 x 50 easement with a reduction of taxes for the property owners.  

 

There is another road (Deer Run Road) which is being plowed.  The road is actually in Baldwin, but the residences are in Sebago.  MMA has suggested that the road be researched to find out if in fact it is private and if so, have the town attorney draft a letter that we will not continue plowing it.

This matter will be further researched.  

 

Received an email today from Bill Holmes of Cumberland County.  Apparently, there is a new bill which was recently passed which might help offset the costs associated with the move to Cumberland County dispatch. I am awaiting additional information but have already put Sebago on the list.

I will be accruing two additional containers for the Bulky Waste Day.  In addition, I have recruited Tim and Ernie to work that day.  It was stated that it is very busy, and that additional help is required.  There will be a total of 5 people working.

                B.      Selectmen

 

Chris Parker informed the Board that there is a dead tree at the cemetery on Route 107 just past the town office by the bridge that needs to come down.  He offered to assist the Public Works crew with it.

 

Chris Parker also mentioned that the American flag that was at the corner of Route 107 and Decker Mountain road is missing.  This will be replaced.        

 

Tim Mayberry had nothing to report.

 

Phil Lowe had nothing to report.

 

Edie Harnden asked about the status of swimming lessons being offered at the town beach.  Michele Bukoveckas stated that the Recreation Director is currently looking for a certified swimming instructor.


 

C.      Committees

 

Phil Lowe was approached about fireworks being set off at the Town Beach.  He suggested that an ordinance be developed to address the problem.  There was some discussion on this matter.  Phil Lowe requested that Code Enforcement Officer, Brandon Woolley, look into the town’s options.

Phil Lowe made a motion to adjourn at 6:40 pm.  It was seconded by Chris Parker.  Motion carried with all in favor.
