PLANNING BOARD MINUTES

FIRE STATION 1

 

I       Call to Order

 

Chairman Paul White called the meeting to order at 6.58 p.m.  

 

Present: Jim Jansz, Joe McMahon, Tina Vanasse, Paul White, Code Enforcement Officer Brandon Woolley, Recorder Desirae Bachelder.

 

Absent: Donna Cook

 

Guests present: Kurt Christensen, Andy Morrell – Project Engineer BH2M

 

II      Correspondence

        There was no correspondence.

 

III     Open to Public Questions        

 

        There were no questions from the public.

 

IV      Review of Minutes (May 8, 2018)

        

        Joe McMahon made a motion to approve the minutes from May 8, 2018 as presented.  It was seconded by Jim Jansz.  Motion carried with all in favor.

VI      New Business

 

Site Plan Review – Kimball Corner Road Subdivision –

(Property owned by Kurt Christensen) – Map 9, Lot 14

 

Kurt Christensen owns 62 acres on Kimball Corner Road.  He has submitted plans for 3 lots off of Kimball Corner Rd and 4 lots off of a private road 900 feet long.  

 

Tina Vanasse asked Mr. Morrell where lot 8 is, there is a lot 7 and lot 9 on the plans.  Mr. Morrell stated that the lots had been renumbered and would be correct on the next plans.   

 

Paul White asked Code Enforcement Officer Brandon Woolley if he had looked into the fee schedule.  Brandon stated that the applicant had paid the $75.00 Sketch Plan Fee.  Upon the presentation of the preliminary plan there will be additional fees.  Brandon suggested that due to the size of lot 9 Mr. Morrell designate it as remaining land, if it is numbered it will affect the fee schedule.  The preliminary plan will be another $75.00 and a fee per lot or acres whichever is greater, in this case that would be acre, at $5.00 per acre.  

 

Brandon suggested scheduling a public hearing when the preliminary plans are submitted.

 

Brandon asked what Mr. Christensen intention was for the road.  Mr. Christensen stated that it is his intention to keep the road private.  It was suggested that the width of the road be extended from 50 feet to 60 feet to open up the possibilities for future use.

 

The Board scheduled a site walk for Saturday, June 16, 2018 at 9:00 am.  Tina Vanasse stated that she will be gone this weekend.  The other Board members are available and will attend the site walk.  

 

At the site walk the Board would like to see where the private road and driveways are going to be.  Paul White suggested limiting the number of driveways on Kimball Corner Road by having a shared driveway between 2 of the 3 lots.  Brandon stated that driveway entrances on existing collector streets should held to one every 400 feet, this would include the entrance for the private road.

 

Mr. Christensen and Brandon confirmed that there are no wetlands on the property.

 

Paul White asked if a bond was necessary.  Brandon stated that yes it is required and the fee is $100.00 per lot, which is put into an escrow account.  

 

The Board asked Brandon if the application is complete.  He confirmed that it is complete but needs an erosion plan, which is part of the preliminary plan.  The 30 acres plan will probably require State subdivision approval, and DEP (Department of Environmental Protection) approval.

 

Mr. Christensen confirmed that the lots would all be single family homes.

 

Mr. Christensen and Mr. Morrell will contact Brandon if the preliminary plans will be ready in time for the next business meeting.  At that time a public hearing will be scheduled.
